Idaho Republican Party (IDGOP) expects heavy out-of-state money to support this measure, which will be called Prop 1, just like the same-named Prop 1 Ranked Choice Voting measure in 2024. That measure was defeated resoundingly (69.62% against, 30.38% for); this 2026 pro-abortion measure deserves the same treatment at the ballot box in Idaho’s November election.

IDGOP will inform voters and work hard to get out the vote. Most Idahoans value all life. They should reject this radical minority proposal and outside pressure. Supporters of the unborn are urged to unite with groups including the Idaho GOP, Right to Life of Idaho, Idaho Chooses Life, Idaho Freedom Foundation, Idaho Family Policy Center, and others to oppose the initiative and encourage pro-life voter turnout.

Revised ballot statements approved by Idaho Supreme Court — September 4, 2026:

YES: A YES vote would support creating a right to abortion before fetal viability—defined as a fetus’ ability to survive without extraordinary medical measures—and after fetal viability in cases of medical emergency; providing protections against professional discipline and civil and criminal liability for healthcare providers; and codifying a statutory reproductive right to freedom and privacy.

NO: A NO vote would support making no change to Idaho’s current law, which preserves the life of preborn children by prohibiting abortion, except when necessary to prevent the death of the pregnant woman, and during the first trimester in documented cases of rape or incest reported to law enforcement.

VOTE NO! Preserve the current law.

    • Idaho Code § 18-622 (Defense of Life Act / Trigger Ban): Criminalizes abortion (felony, 2-5 years prison for providers). Exceptions: life of mother; rape/incest (first trimester only, with police report). Statute | Bill: S1385 (2020).

    • Idaho Code §§ 18-8804 to 18-8807 (6-week ban / heartbeat law): Bans abortion after ~6 weeks via private civil lawsuits. Statute | Bill: S1309 (2022).

    • Abortion Trafficking (H242, 2023): Criminalizes transporting/recruiting minors for abortion without parental consent (2-5 years). Statute | Bill: H0242.

Abortion Procedures: 1st, 2nd, and 3rd

The video above (11:32) was recorded ten years ago by Dr. Anthony Levatino, a former Ob-Gyn who performed more than 1200 abortions. Dr. Levatino describes four abortion procedures, covering 1st, 2nd, and 3rd trimesters of pregnancy. Well, it’s all but official. Word is that pro-abortion activists found enough signatures to get their radical and deceptive “Reproductive Freedom and Privacy Act” on the November ballot. I’ve never seen such a dishonest title. Abortion is not about freedom, it’s not about privacy, and it’s certainly not about reproduction. Abortion is the deliberate destruction of a unique and precious human life, which is why the Idaho GOP will always oppose this barbaric practice.

This initiative will likely be called Proposition 1, the same number given to the ranked choice voting initiative that appeared on your ballot nearly two years ago. Just as with the previous Prop 1, you’re going to see huge amounts of out-of-state money spent to push this measure on Idaho voters. Just as with the previous Prop 1, I believe Idahoans will see through this scheme and soundly defeat it at the ballot box.

Idaho is a state that values life. Despite the ruling in Roe v. Wade preventing states from banning abortion, I was proud to cast my vote on the House floor in 2020 to stop it here in Idaho, contingent on Roe ever being overturned. Just two years later, the Supreme Court did just that, and Idaho immediately became a sanctuary state for the unborn.

Now, the pro-abortion left is trying to undo that progress and turn back the clock to a time when any unborn child could face the death penalty for the crime of being inconvenient.

Supporters of the initiative will argue that it only allows abortion before an unborn baby reaches “viability,” but that’s a vague and shifting standard. Advances in prenatal medicine have pushed viability earlier and earlier, to the point where babies born three or even four months prematurely now have a chance of survival.

Today, we look back on cultures that practiced child sacrifice as barbaric and ignorant, yet we’re expected to support—and even celebrate—the sacrifice of the unborn. Not in Idaho, not if I can help it.

The Idaho GOP will make sure voters know the truth about this radical initiative and are motivated to go to the polls this November to defeat it. I firmly believe the vast majority of Idahoans value life—all life, even the unborn—and will not sit back and let a small, radical minority bring abortion back to our state.

I believe Idaho should remain a state that protects life, and I know you believe that too. I believe our laws should reflect the truth that every human being is created equal. And I believe we must act now to ensure our values are not overturned by outside money and activist pressure.

Let’s get the message out: Vote NO on Prop 1… again.
